PeninsulaInd e8df7a9750 Add get_active_tasks tool to show what's running before restart ... Thread-safe active execution registry in Scheduler tracks which tool functions are currently blocking. New get_active_tasks chat tool reads this registry plus loop timestamps to report running tasks, durations, loop health, and a safe-to-restart verdict.
