PeninsulaInd 74d20a406a Replace Gradio UI with HTMX + FastAPI frontend 
New lightweight web UI with dark theme, SSE-streamed chat, and live
dashboard. Gradio moved to /old for transition. Adds jinja2,
python-multipart, sse-starlette deps.
